Ms. Holmes called the meeting to order at 4:32 p.m.

ADMINISTRATIVE

Minutes
The Commission reviewed the minutes of October 19, 2010 and made corrections. Mr. Geddes made a motion to accept the minutes as corrected. Mr. Perrotta seconded the motion. All in favor.

INTENTS TO CUT
Mr. Unger reported to the Commission that site visits were conducted on the following Intents to Cut:
  • October 27, 2010 from Richard Pietrafitta, 28 Parker Road, Wakefield, MA 01880, for property located at 91 Forest Brook Road, Newbury, NH, Tax Map/Lot # 045-634-263, for 60 feet of pine, by Richard H. Messer, logger/forester, 408 Fairgrounds Road, Bradford, NH, telephone (603) 938-2157. (Approved)
WETLANDS/SHORELANDS
Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):
  • October 26, 2010, to Cynthia and Richard Bolduc, c/o Tarkka Homes, 35 Norris Road Weare, NH 0328, regarding property located on Highland Avenue, Newbury, Tax Map/Lot # 18 / 319-018, a letter of receipt for a Shoreland Permit Application # 2010-02843.
  • October 29, 2010, to Marinus Kaashock, 134 Route 103A, Newbury, Tax Map/Lot # 19 / 128-155, a Shoreland Impact Permit 2010-02663, to permit the following: impact 4,759 squar feet in order to construct a four bedroom house within the footprint of the pre-existing house, relocate septic tank and construct a new leach field.
  • October 29, 2010, to Robert S. Stockton, 15 Lakewood Manor Place, Newbury, Tax Map/Lot # 19 / 11, a Shoreland Impact Permit 2010-02682, to permit the following: impact 240 square feet in order to construct a deck.
  • November 2, 2010, to Rudolf K. Umscheid, 170 Route 103A, Newbury, Tax Map/Lot # 19 / 134-263, a Shoreland Impact Permit 2010-02755, to permit the following: impact 389 square feet in order to replace existing shed with a post beam barn with a full foundation.
COMMUNICATIONS
Ms. Holmes shared with the Commission the following letters/notices:
  • October 25, 2010, a Notice of Decision from the Newbury Planning Board regarding approval of a minor subdivision for Diane Heller, Rheta Heller Revocable Trust, Rollins Road, Newbury, Tax Map/Lot # 030-666-376.
  • November 18 2010, an invitation to the Ausbon Sargent Land Preservation Trust workshop, “How to Make Your Town Farm Friendly”.
  • November 30 – December 1, 2010, an invitation to the UNH Cooperative Extension workshop, “Landscaping at the Water’s Edge”.
FOREST LAWS WORKSHOP

Mr. Unger discussed the UNH Cooperative Extension workshop, “Forest Laws Workshops for Municipal Officials”, which he attended on November 4, 2010 in Antrim, NH. He said the workshop provided extensive detail on the responsibilities of boards of selectmen, town road agents and tax assessors regarding forest laws, logging and timber tax. He said DES was present to discuss the Shoreland Protection Act and its applicability to logging. Additional workshop topics included the state laws governing intents to cut, fines/enforcement regulations, and the necessity for a signed contract between the logger and property owner.

Ms. Holmes suggested looking into sponsoring a similar workshop under the UNH Cooperative Extension auspices. Mr. Unger said the workshop organizer, Karen Bennett, was receptive to hosting a similar workshop in Newbury. There was discussion about cross-promoting the workshop and inviting surrounding towns to attend.

Ms. Holmes noted the website www.nhwoods.org as a source for more information.

Mr. Unger suggested that Mr. Wright review the workshop materials and determine if it would be of interest to the Board of Selectmen. Ms. Holmes agreed.

OLD BUSINESS

Trail Map
Mr. Perrotta, Trail Map Committee chair, reported on the committee’s progress to date noting his research includes examining trail maps offered for sale by neighboring towns, particularly New London. He discussed paper quality and recommend the Commission considers paper stock that does not tear and is relatively waterproof.

Ms. Holmes suggested looking into using recycled paper. The Commission agreed.

Mr. Perrotta suggested that the remaining inventory of Newbury Trail maps not be sold. Production cost estimates for a new map printing vary, depending on the paper stock and print run. Mr. Perrotta contacted Howard Hoke, Echo Communications, New London, regarding the printing cost for the existing New London Trail Map. Printed in 1998, the map cost about $1,200 for 3,000 copies.

There was discussion about offsetting the cost of printing a new Newbury Trail Map by including sponsors whose logos would be included on the map in banner form in exchange for a donation. Potential sponsors include Ausbon Sergeant Land Preservation Trust, The Fells, Lake Sunapee Protective Association, Mt. Sunapee, Forestry Society, The Greenway, etc.  

Mr. Geddes questioned why the Commission couldn’t fund the trail map project. Ms. Holmes said any monies requested from the Commission fund require a public hearing.

Mr. Perrotta discussed the design and layout needs for the new trail map and said the committee’s research is surfacing more areas that should be on the map but are currently not noted on the existing trail map. There was discussion about the need to verify trail and park locations through site visits before moving to the design/layout stage of the project.

Mr. Perrotta suggested that the Commission take the necessary time to complete the needed trail research and investigate the most cost-effective method for design/layout and printing. The Commissioners agreed.  

There was further discussion regarding whether or not to sell the future trail maps, using recycled paper, soy inks and how best to market the existing inventory of trail maps. Ms. Holmes recommended that the committee conduct its research and report to the Commission at future meetings.

Letter to DES Applicants
The Commissioners discussed and edited the draft letter to be sent to all DES applicants from the Conservation Commission. Ms. Holmes said a modified draft will be forthcoming for further review.

Mr. Geddes made a motion to adjourn the meeting. Mr. Unger seconded the motion. All in favor.

The meeting adjourned at 5:54 p.m.
